Executive Summary
Broadwaters Drive, Kidderminster
Site for sale - without prejudice and subject to contract
Prime development/ investment opportunity.
(Subject to contract)
This prime residential development/investment opportunity is located to the north-east of the town of Kidderminster, in Worcestershire. It is within the leafy parkland suburb at Broadwaters Mill Park, The site contains the former St Oswald's Church Centre, its carpark and expansive lawn and benefits from positive pre-application feedback from Wyre Forest DC officers.
Key features:
- Capacity for 5-10 dwellings (subject to planning).
- Freehold.
- Vacant Possession.
Site Description:
Access is obtained via Broadwaters Drive, sloping down towards the church hall and its car park/ assembly point, which opens onto grass lawn at the west of the site. The site is surrounded by mature trees and hedgerows (there are no known TPOs), as well as a small stream to the north adjoining Podmore Pool to the east and Stack Pools to the west. A Western Power transformer is located to the immediate south-east of the site.
Beyond the immediate park surroundings, the sought-after area of Broadwaters contains mid-density suburban housing along Broadwaters Drive to the south and east, and similarly along Stourbridge Road to the north. More broadly, the site is considered a sustainable location for residential development (subject to planning ), well contained within an existing residential area and within walking distance of numerous services and facilities. The site is in close proximity to Broadwaters Mill Park, the Hare & Hounds pub/restaurant, a Tesco Express and The Rose Theatre. The site is also within 195m walk of a bus stop providing access to additional services across Kidderminster.
The former church hall itself was built in 1971 and formed part of the former St Oswald’s Church; an Anglican church built originally in 1964. The original church was demolished in 1981, and the hall then served as the church since then. The church hall closed during the Covid-19 pandemic in 2020 and has not reopened since. The church hall is a one- and two-storey structure with a single-storey lean-to extension, comprising of buff brick, single-glazed windows, and a flat roof. It is considered to be of limited architectural merit and heritage value. The structure is not listed.
Planning:
The site has significant redevelopment potential, being a previously developed site that falls inside the settlement boundary for Kidderminster. Wyre Forest District Council officers have provided positive feedback to a pre-application enquiry in 2024, supporting the principle of a residential scheme and demolition of the church hall.
The site is sustainably located within walking distance of most major services and facilities. Given the predominant residential use within the immediate area, the site would clearly have potential for residential redevelopment. Other related uses could include supported living or specialist accommodation.
The site is not known to be constrained by any NPPF footnote 7 designations (such as: Green Belt, National Landscape, SSSI), which would otherwise restrict residential development opportunity. The site is within flood zone 1 and has the lowest risk of fluvial flooding. The site experiences minimal surface water flooding. No known Public Rights of Way traverse the site. The site also benefits from being partly brownfield and would potentially qualify for Vacant Building Credit, which would discount the existing floorspace from any infrastructure contributions sought by the local authority.
We would be happy to offer our planning consultancy services to the successful bidder if this would be of interest, and can provide an illustration of likely fee budgets for this, but of course cannot provide planning advice to prospective bidders at this stage.
