David Lerman, CEO of Arqeo, LLC, is a commercial real estate developer and investor based in Philadelphia, PA. Lerman specializes in the acquisition, development, ownership, and management of shopping center/retail, office, mixed-use, and parking properties.
A graduate of Harvard College and Georgetown University Law Center, Lerman spent the early part of his career in law practice, specializing in real estate development and finance law in Texas. As a partner in one of Houston, Texas’s largest law firms, Lerman represented major developers and financial institutions active in Texas and in key cities across the United States.
Lerman also is a principal in LAZ Parking, one of the nation’s largest parking companies, and has served as Managing Partner of LAZ Parking Realty Investors, LLC (“LPRI”), a related company whose focus is the acquisition of private sector parking properties and the development of public sector parking public-private partnerships (“P4s”). LPRI’s P4 history includes privatization and monetization of: City of Chicago’s parking assets ($563M and $1.16B transactions completed with Morgan Stanley); Ohio State University’s parking system ($483M transaction completed in partnership with QIC Global Infrastructure); City of Pittsburgh’s parking assets ($452M concession won in partnership with JP Morgan—transaction ultimately did not close due to political differences between Pittsburgh’s Mayor and City Council).
