Bio
James Leonard, MBA, President and owner, has over 20 years of experience as managing director and co-owner of a real estate investment corporation where his core responsibilities included property and supply management for a multi-million dollar operation. James is also a retired Army Colonel and a Service-connected Disabled Veteran with over 28 years of active duty service and experience as a Finance officer.
Before retiring from military service, James developed an intimate understanding of procurement, contracting and government regulations. Key positions that he held include Commander, U.S. Army Finance Command, and Director of Defense Finance and Accounting Service (DFAS)-Army Contract payments (which exceeded $27 billion annually). Additionally, in these positions he supervised over 700 Military, Civilians and Foreign National employees. James also served as a Contracting Officer Representative (COR) and currently holds a top secret government clearance obtained for supporting clandestine and special military operations. He founded E & L Son in June 2006.
